The Real
Edwards Conservation and Reclamation District regulates groundwater
from wells
in these two counties. Prior to any
drilling, you must file an application with the District Office.
While many of the area water well drillers have the application,
or you may download it
from this website. It is best if you obtain it thru the District
office. This is done by calling the
office at (830) 597-3322 and asking for an application. District
personnel will be able to answer any
questions you may have as well as inform you about certain specific
requirements that could affect your ability to drill a well. Once
completed,
you must return the application along with a non-refundable filing fee
of $50.00
(check or
money order only) and a deposit of $50.00 (check or M.O. only).
You may send one check to cover both fee and deposit.
If the well is
completed or abandoned within six months of the application filing
date, the deposit will be returned to you. (For more details on
the return of the deposit view the application) Exempt Wells: The
District considers a well to be exempt if the
well is located on a tract of land of ten acres or more and if the well
is
incapable of producing over 25,000 gallons per day. In
addition the District also exempts from requiring a permit for
drilling or producing from a well on lot sizes of ten (10) acres or
fewer
insofar as there shall be only one well per lot that is either drilled,
completed or equipped so that it is incapable of producing more than
25,000 gallons of
groundwater a day (36.117(b)(1)) and the well is used to
supply
groundwater for five or fewer households if each of the
households is
for the well owner, a person related to the well owner within the
second degree
of affinity or consanguinity, or an employee of the well owner and the
water is
for Domestic Use only. in certain instances, some small wells may
still be considered "Non-Exempt". See District
rules for more
information.
Wells
that are capable of producing over 25,000 gallons per day are not
considered
exempt and require that an application for operating permit in addition
to the
initial application be filed prior to drilling. Spacing
